Launi Skinner is Chief Executive Officer of Tru Cooperative Bank, one of Canada's leading cooperative financial institutions. Under her leadership, Tru Cooperative Bank has grown to approximately $21 billion in total assets and assets under administration, serving 290,000 members with the support of 1,300 team members across Canada. Known for its member-owned banking model, local decision-making and commitment to helping people and communities achieve financial well-being, Tru Cooperative Bank is redefining banking for a new generation of Canadians.
A recognized leader in financial services transformation, Launi has championed large-scale digital modernization, artificial intelligence adoption and industry partnerships that strengthen the Canadian cooperative banking system. She has guided Tru Cooperative Bank’s core banking modernization, digital channel transformation and open banking readiness, while helping make the organization one of the first Canadian financial institutions to deploy Microsoft Copilot enterprise wide. She has also championed collaborative innovation across the Canadian credit union sector, helping position Tru Cooperative Bank as a leader in technology, member experience and operational excellence.
Prior to joining Tru Cooperative Bank, Launi spent 15 years with Starbucks Coffee Company, where she held several senior executive roles, including president. She also served as senior vice-president, U.S. Store Development, where she oversaw growth, design and development initiatives across North America.
Throughout her career, Launi has received numerous honours for her leadership and business impact. Fortune magazine named her one of its "Four Women to Watch" in the 50 Most Powerful Women feature. She has received an honorary doctorate from the British Columbia Institute of Technology, was recognized four times as one of Canada's Most Powerful Women, culminating in her induction into the Women's Executive Network Hall of Fame, and earned the Stevie Award for Best Canadian Executive. She has also been named one of Business in Vancouver's Most Influential Women in Business.
Her academic and professional credentials include a diploma in business from Okanagan College, a Certified General Accountant (CGA) designation and an ICD.D designation from the Institute of Corporate Directors. Launi is currently Chair of the BC Cancer Foundation Board of Directors, serves on the Boards of the Business Council of British Columbia and Armstrong Hospitality Group, and previously served as Chair of the Board of Directors for Science World. She also serves as a community leader for the Minerva Foundation for B.C. Women and was a past event chair for the Vancouver YWCA Women of Distinction Awards.

As Chief Financial and Strategy Officer at Tru Cooperative Bank, Mark Moreland leads enterprise finance, treasury and funding strategy, corporate strategy, market growth initiatives and key corporate functions across the organization.
A seasoned C-suite executive and board director, Mark brings more than 25 years of experience across financial services, banking, wealth management, insurance, pensions, technology and complex organizational transformation. He oversees finance, treasury, procurement, facilities, strategy, product, marketing and enterprise intelligence functions, helping shape Tru Cooperative Bank’s strategic direction and national growth.
Mark has played a pivotal role in Tru Cooperative Bank’s evolution by strengthening capital, liquidity and financial risk management while advancing governance, systems and decision-making capabilities. His contributions support the organization’s resilience and expand its impact for members, businesses and communities across Canada.
As part of the federalization and rebranding from First West Credit Union to Tru Cooperative Bank, Mark helped navigate regulatory, financial and governance complexities. This work positioned the organization to serve members nationally while remaining grounded in its cooperative values, member-owned banking model and local brand network.
Mark joined what is now Tru Cooperative Bank through Island Savings in 2012 and contributed to the 2015 integration that expanded the organization’s multi-brand model. Before entering the Canadian credit union industry, he held senior finance, technology and operations roles with WCG Services, a Canadian division of a NASDAQ-listed organization serving government, private-sector and non-profit clients, and with The Exeter, a UK mutual insurer, where he served as Group IT and Operations Director and board member. His earlier career included roles with Brittany Ferries, one of Europe’s largest travel and vacation providers.
Mark holds a Bachelor of Science (Hons) and a Master of Business Administration from the University of Plymouth. He is a Chartered Professional Accountant and has completed the Institute of Corporate Directors program through the Rotman School of Management, earning the ICD.D designation. He has served on boards across financial services, wealth management, pension and benefits trusts, insurance, real estate holdings and community organizations.

As Chief Cooperative Banking Officer, Shelley Besse is responsible for advancing Tru Cooperative Bank's member-owned banking model and ensuring it delivers meaningful value for members, communities and businesses across Canada. She provides executive leadership for member experience, operations, credit operations, pricing, sustainability, national growth initiatives and the Tru Charitable Foundation.
Shelley plays a key role in bringing Tru's purpose to life by helping ensure the organization remains focused on championing the interests of its members and communities while delivering trusted advice, personalized service and solutions that support financial confidence and long-term financial well-being. She is responsible for helping translate the bank's cooperative advantage into a differentiated banking experience that strengthens relationships, creates opportunities and helps people, businesses and communities thrive.
Shelley is a highly respected leader with more than four decades of experience in financial services. Since 1984, she has held senior leadership roles spanning member experience, operations, risk management, mergers, and organizational transformation. Prior to her appointment as Chief Cooperative Banking Officer, Shelley served as Chief Credit Officer, leading the organization's credit policy, adjudication and recovery functions across retail and commercial lending. Earlier in her career, she served as President of Envision Financial and Chief Operating Officer at First West Credit Union, overseeing a broad portfolio that included personal, business and commercial banking, wealth management, insurance and enterprise operations.
In 2012, Shelley received international recognition for her leadership and business acumen when she was awarded a Silver Stevie Award in the category of Female Executive of the Year – Consumer Services and a Bronze Stevie Award in the category of Female Executive of the Year in Canada.
Shelley holds an MBA from Royal Roads University, a certificate in financial planning, is a graduate of the Stanford Executive Program specializing in strategy and organizational design, and holds a Masters Certificate in Enterprise Risk Management from the Schulich School of Business. In 2022, she received the Institute of Corporate Directors (ICD.D) designation and in 2024 she received the Competent Boards Sustainability & ESG Designation (GCB.D). Shelley is the past chair of the Surrey Board of Trade and a past chair and current member of the Canadian Credit Union Association board of directors.

A visionary leader with a dynamic career spanning technology, telecom, and financial services, Leslie Castellani is redefining governance and corporate affairs at Tru Cooperative Bank, formerly First West Credit Union. As Chief Governance & Corporate Affairs Officer, she leads corporate governance, communications, government relations, legal services, and corporate development—fostering a culture of collaboration, innovation and enterprise alignment.
Since joining the credit union in 2011, Leslie has been a catalyst for transformation, steering the organization through its federal continuance journey, preparing the Board for federal regulation, amplifying its brand and driving advocacy at both provincial and federal levels on key policy matters. Previously, she led CEO communications at TELUS and spearheaded an internationally award-winning creative and digital services team. She also spent six years shaping communications and industry analyst relations at Pivotal, a leader in CRM software.
Leslie holds a Bachelor of Commerce from the University of British Columbia and has advanced executive training from INSEAD (Blue Ocean Strategy, France) and the University of Southern California. A champion of leadership and community impact, she has served as board director and president of a local community organization, a governor on the University of the Fraser Valley, and chair of a capital campaign for the YMCA. After gaining national awareness in 2015 for helping her son overcome a rare syndrome, Leslie is sought for her guidance and support by families across Canada facing the same medical condition.
Driven, strategic, and deeply committed to purpose-driven leadership, Leslie Castellani represents Tru Cooperative Bank on two Canadian Chamber of Commerce policy committees, leveraging her expertise to help shape policies that foster thriving businesses, communities, and individuals across Canada.

Darrell Jaggers leads Tru Cooperative Bank’s, formerly First West Credit Union’s, information technology department and digital transformation practice. A talented executive with more than 30 years of IT and financial services experience, Darrell has built a strong reputation of accelerating change through an innate understanding of technology and people. He has a track record of successful enterprise system conversions and technology implementations and is constantly looking for the next wave of technology enablement.
Darrell’s reputation as an IT leader and innovator has drawn significant interest from suppliers and the fintech community. This has enabled Tru Cooperative Bank to rapidly build its technology and digital expertise and move to the forefront of digital transformation initiatives.
Darrell ensures his IT experience is used to drive member experience and ensure the security of the credit union’s systems and digital assets. He is passionate about enabling business transformation through technology by providing a comprehensive suite of IT services to Tru Cooperative Bank’s brands and members.
Darrell brings board experience, serves as a leader on credit union system committees, is well known as a strong collaborator and solution facilitator in the industry, and has helped shape credit union information and payment systems across Canada.
Recognized as a member of Vancouver Island’s “Top Forty under Forty” in the financial services category, he has earned distinction among his peers and provides mentorship to many within and beyond the financial co-operative and technology industries.

Carl Lamoureux oversees the advancement of risk management practices at Tru Cooperative Bank, formerly First West Credit Union. This involves leading enterprise-wide risk management framework and strategy, monitoring for and identifying current and emerging risks, and fostering a strong risk culture across the organization. His extensive background in credit risk and regulatory compliance with prominent financial institutions across Canada, coupled with experience leading multi-faceted initiatives, informs his leadership on risk issues at Tru Cooperative Bank.
While Carl influences and collaborates with all areas of the business, he leads a team of skilled professionals that is responsible for the independent and objective oversight of all risks at Tru Cooperative Bank. Regarded as a calm and pragmatic communicator, he expertly pilots his team in their focus on managing the long-term health and sustainability of the credit union for the prosperity of its members.
Prior to joining Tru Cooperative Bank, Carl led at Manulife Bank as Chief Risk Officer for four years following a tenure as Head of Retail Credit Risk Management at National Bank. In both positions, Carl played an integral role in leading risk transformation and change management initiatives, acting as a key decision-maker in OSFI compliance matters.
Carl holds an MBA in Finance & Strategy from HEC Montréal. He also earned a Bachelor of Mechanical Engineering from École Polytechnique in Montréal—which he put to good use at Bombardier, where he worked as an aerospace engineer and a Six Sigma Black Belt before transitioning into the banking industry.
Since 2013 Carl has been a board member of the Credit Scoring & Risk Strategy Association, a not-for-profit devoted to the advancement of consumer and small business lending.

Margo Lawrence is the Senior Vice-President, People & Culture for Tru Cooperative Bank, where she leads the organization’s people and culture strategy. She is responsible for aligning talent, leadership and employee experience initiatives with Tru’s purpose, values and long-term business goals.
With more than 25 years of human resources experience, Margo partners with leaders across the organization to build the culture, capabilities and talent practices that support high performance and meaningful employee engagement. She oversees the full employee experience, including total rewards, talent and leadership development, and the evolution of people practices and Tru’s employer brand.
Since joining the organization in 2015, Margo has advanced major people initiatives that have helped shape Tru’s award-winning, people-first culture. Her contributions have been instrumental to the organization’s recognition as one of British Columbia’s Top Employers for multiple consecutive years. Her leadership also played a key role in Tru being named one of Canada’s Most Admired Corporate Cultures by Waterstone Human Capital and receiving recognition from the Canadian Positive Psychology Association, including the 5-Star Psychological Safety Award and the Canadian Workplace Wellbeing Award.
Before joining Tru, Margo held a human resources role in high-growth technology and retail environments, including Best Buy/Future Shop, where she helped lead the HR team through the divestiture of Future Shop. Her experience spans organizational design, workforce analytics, succession and talent planning, employee experience and enterprise total rewards.
Margo holds a Human Resources Diploma from BCIT and a Bachelor of Business Administration from Thompson Rivers University and previously held the Chartered Professional in Human Resources (CPHR) designation. Her leadership reflects a deep commitment to creating workplaces where people can thrive and organizations can better serve their members and communities.

As president of Island Savings, Kendall leads Tru Cooperative Bank’s retail banking, business banking and wealth management team serving Vancouver Island and the Southern Gulf Islands.
Kendall has more than 30 years’ experience in the financial services industry and has spent 25 of those years in senior leadership roles. After several years with a large Canadian bank where he led major projects and district teams, he joined the credit union system in 2015 as a member of Tru Cooperative Bank’s Valley First division. Kendall is a graduate of the University of British Columbia and holds multiple Canadian securities certifications as well as a Green Belt in Lean methodologies.
Kendall is a dedicated leader in the community, having previously earned honours from the Kelowna Chamber of Commerce and BDO’s Top 40 Over 40. He has been involved in youth football for more than a decade, serving as a provincial championship-winning coach and a director at the board level. His leadership and passion have garnered him several coaching awards, including Kelowna’s Bob Giordano Memorial Award for Coach of the Year, the B.C. Community Football Coach of the Year (twice), and three B.C. Lions Orange Helmet Awards. He also enjoys supporting other local causes including programs provided by community food banks.

As president of Envision Financial, Tamara is responsible for leading and growing Tru Cooperative Bank’s personal, business and commercial banking teams, as well as supporting members with financial planning and advice in British Columbia’s Lower Mainland and Fraser Valley.
Tamara has more than 35 years’ experience in financial services. She has spent the last 10 in leadership roles at Envision Financial and most recently served as senior leader of Operations at the credit union, overseeing key federal regulatory readiness activities. She has a proven track record of creating and leading high performing teams and maximizing member value using methodology through collaboration and leadership.
Active in the community, Tamara is a champion of Envision Financial’s signature cause, The Full Cupboard, and is passionate about supporting women’s and children’s charities in the communities that Envision serves. For nearly a decade, Tamara has also been a director on the board of Run for Water Foundation, which is dedicated to raising awareness around community health and raising funds for clean water projects in Ethiopia. She currently serves on the finance committee of Run for Water’s board.
In her free time, she enjoys spending time with her husband of more than 30 years and her three grown children, travelling, skiing and hiking in the great outdoors.

As president of Valley First and Enderby & District Financial, Simon is responsible for leading and growing Tru Cooperative Bank’s personal, business and commercial banking teams, as well as supporting members with financial planning and advice in British Columbia’s Southwest Interior.
Simon joined Valley First in 2019 as Director of Commercial Banking. He came to the Okanagan following a 16-year career in business and commercial banking, which included a strong focus on international trade finance. As President he draws from his breadth of experience in portfolio management, risk management and creating structured working capital solutions to grow and support members.
Simon is a solution-focused leader and is passionate about building member relationships and driving member loyalty. He connects people and businesses and is dedicated to making a difference in the community where he serves and lives. Simon is also active in Valley First’s signature cause, Feed the Valley, and is dedicated to strengthening the credit union movement across Canada. He is currently a member of the Canadian Credit Union Association’s Farm Credit Canada – Credit Union Liaison Committee, which is focused on building relationships between credit unions and the vital agricultural sector across Canada. He is also a former board director for the Central Okanagan Rugby Enthusiasts.
In their free time, Simon, his wife and two daughters love to enjoy the four seasons of the Okanagan Valley and the activities they bring. A keen adventure motorcyclist, Simon enjoys exploring the highways and backcountry of the region that he calls home.
